Money in, money out...

Each state government must decide two basic questions when it comes to creating a budget:
1) What will it spend money on as it provides various services to its residents?
2) Where will that money come from?

The answers to these questions are very complex, but you can break them down into broad ideas and areas by looking at this Slideshow about Washington State's Budget.
